I am always running into the numbers thing in China. if ? = 100 million, and they are saying 200?, then that is 200 x 100,000,000 = 20,000,000,000 and as Ed McMahon used to say.. You are Correct! so.. roughly 3 billion USD Julian.

This is not the Jinghua (??) article itself, but it is a Chinese article People's Daily quoting Jinghua, so just as credible, and I suspect there was a translation error.
